Well I presume builds are for feedback/help requests and submission of complete builds (and presumably could be broken down further as such). My idea was to have a section for guides, like @Jaremilus's Fast DPS Guide (http://tinyurl.com/fast-sto-dps-manual). A dedicated space where people can post guides/tactics for STFs, events, tips or nuances that aren't directly related to a build.

excellent, thank you, it also inspired me to alter the arrangement of some of the other pages, took the right bar off for more room leaving the left one like you suggested originally, but i felt the more open look with nothing was better for the forums.
Honestly I'm not sure. However that page you've linked, I know will accept HTML, at the top there's an edit icon that you should be able to see (sorry everyone else, wizards only). Have a play in there see if you can implement what you're thinking, there's an option at the top to change it from bbcode to html. I'm sure I don't need to pass you any tips, but shout if you need me.
Also, I'm not sure if you'll have this, at the very top of the page is the site title, for me I have a spanner icon just to the right, you maybe able to get in there too, you'll be able to create pages in there. Any problems it's probably easiest to get hold of me in game (@ukcaptain420).
 I went looking and found this suggesting we can't use java. I also found this but I think not what you are looking for.
yeah i was just looking and it's good, only suggestion is the white colour, it's brighter than everything else, the normal color should be #999999

So I had some more thoughts over night about integrating the league data into the website, and wondered if it would be possible to make a display of a few things, like, Current Records, Highest DPS this month, fastest run this month, stuff like that. Something like this.
